Abstract
)
The objectives of this research are (1 to study the needs to obtain social welfare of
people with disabilities in Nong Hoi subdistrict, Mueang district, Chiang Mai province
)
(2 to determine plans and policies to promote social welfare of people with disabilities in
Nong Hoi subdistrict, Mueang district, Chiang Mai. The sample in this research was 15 disable
people and their families in Nong Hoi subdistrict, Mueang district, Chiang Mai, and 159
respondents to the questionnaire. The research tools were ‘SWOT analysis group discussion’
and questionnaire The questionnaire was divided into 5 levels the highest level, high level,

percentages, means and standard deviations.
The research results found that it is very necessary for people with disabilities to obtain
social welfare as they have the expectation of equal access to the benefits and
encouragements as well as requirements for the equipment and various technological
teaching media from the municipality. In the part of formulating plans and policies to promote
social welfare for the disabled in Nong Hoi subdistrict, Mueang district, Chiang Mai province,
it is essential to promote the comprehensive access, including the implementation of equal
access to public welfare for disabled people with the focus on improving the quality of life.
